Home composting is allowed in Cameron County. Texas law protects it: an HOA cannot ban composting of yard vegetation, but a compost pile that draws pests could still be a state-law nuisance if it harms neighbors.
Cameron County has no ordinance banning backyard composting, so composting grass clippings, leaves and brush on your own property is permitted. Property Code Β§ 202.007 bars a homeowner association from prohibiting measures that promote solid-waste composting of vegetation or leaving grass clippings uncollected. The limit is nuisance law: under Health & Safety Code Chapter 343, unsanitary conditions in the unincorporated area that attract rodents, vermin or other pests can be declared a public nuisance and abated. Keep piles managed, contained and away from neighbors.
No county penalty for tidy composting. A pest-attracting pile can be abated as a Chapter 343 nuisance; fines run $50-$200 and up for repeats.
