Texas law strongly supports rainwater harvesting. Local Government Code § 580.004 prohibits a county from refusing a building permit solely because the project will use rainwater harvesting, though it may require compliance with minimum state standards. Systems connected to a public water supply have added cross-connection standards. Property Code § 202.007 stops a homeowner association from banning rain barrels or rainwater harvesting systems, subject to reasonable placement rules. Rainwater equipment used for a home's water supply can also qualify for a state property-tax exemption.
