Kailua residents can collect rainwater for outdoor irrigation without a permit; the Board of Water Supply offers rebates for rain barrels on windward lots.
Kailua's windward rainfall makes rainwater catchment highly practical for Maunawili, Coconut Grove, and Keolu Hills homeowners. Neither Honolulu ROH nor Hawaii state law restricts residential rainwater collection. Under the Hawaii Plumbing Code (2018 UPC Chapter 16), exterior catchment systems used for outdoor irrigation with storage up to 360 gallons do not require a permit. Larger systems, or systems connected to indoor plumbing, need plumbing permits and backflow protection. The Honolulu Board of Water Supply offers rebates on qualifying rain barrels, and the University of Hawaii CTAHR Rainwater Catchment Program publishes design and maintenance guidance.
Unpermitted plumbing tie-ins or cross-connections to the potable supply can trigger BWS violations; exterior-only catchment for irrigation is not regulated.
