The LA Helicopter Noise Coalition convenes operators (LASD Air Support, ENG news ships, tour companies, medevac, military) plus community representatives to publish recommended freeway-corridor routes that minimize residential overflight. Pilots fly higher when feasible and avoid hovering near hospitals, schools, and high-density zones. The FAA's Western-Pacific Regional Office tracks complaints from heli-noise.com. Federal funding pilot programs in 2020 financed noise monitoring stations across the LA Basin. LA County can adopt advisory resolutions but cannot enforce flight paths against any operator.
No local penalty exists for deviating from voluntary routes. The FAA may take administrative action under 14 CFR Part 13 for reckless operation or low-altitude violations, with civil penalties up to $34,066. Voluntary compliance is published in scorecards.
