Critically, the Sec. 21-136 exemption is limited to 'residential' AC equipment - commercial / industrial HVAC systems, rooftop units (RTUs), and walk-in cooler/freezer condensers are NOT exempt and must satisfy the applicable Sec. 21-135 zone cap (65/60 commercial, 75 industrial). Pool pumps, standby generators, and similar stationary mechanical equipment are also not listed in Sec. 21-136 and are subject to Sec. 21-135. Installation of HVAC equipment in Spring Hill requires a Mechanical Permit from the Hernando County Building Division (352-754-4050) under the Florida Building Code. Florida Building Code R-301 and the Florida Energy Code impose efficiency and clearance requirements but no local equipment-noise dB cap. Many Spring Hill subdivisions have HOA covenants (Timber Pines, Silverthorn, Glen Lakes, Wellington at Seven Hills, Royal Highlands by Vista) that impose stricter equipment-placement, screening, fencing, or side-yard-setback rules for outdoor AC condensers, particularly visible from the street or abutting a neighboring lot. HOA rules are enforced separately by the association.
