Unincorporated Lake County, Indiana makes it unlawful at any time to keep any animal that, by frequent or habitual howling, barking, meowing, squawking or other noise, causes a noise disturbance (Code § 93.02(F)). The rule also covers animal pounds and facilities.
Lake County Code § 93.02(F) prohibits, at any time, owning, keeping, possessing or harboring any animal or animals that by frequent or habitual howling, barking, meowing, squawking or other noise-making cause a noise disturbance. Unlike the time-limited power-tool and party rules, this animal-noise ban has no daytime exception; a persistently barking dog can be a violation around the clock. The provision expressly extends to private and public facilities, including animal pounds, that hold or treat animals. This is the unincorporated-county rule; cities and towns have their own animal-noise ordinances. Separate Lake County animal-control rules (running-at-large, dangerous dogs, rabies under Indiana IC 15-17-6) are handled by county animal control, not Chapter 93.
A habitual barking or howling animal that causes a noise disturbance violates § 93.02(F) and is subject to the general penalty § 10.99. Enforcement runs through the Lake County Police Department, with citations filed in Lake Superior Court, County Division.
