Garden Grove Construction Hours Rules (2026): What You Need to Know

Garden Grove Municipal Code Chapter 8.44 regulates construction-related noise within the city. All construction activity that produces noise — including building construction, demolition, grading, excavation, paving, renovation, and the operation of power tools and heavy equipment — is restricted to the hours of 7:00 AM to 8:00 PM Monday through Saturday. No construction noise is permitted on Sundays or on federal holidays recognized by the City of Garden Grove.

These restrictions apply equally to professional contractors working on permitted projects and to homeowners performing their own work. The use of jackhammers, pile drivers, concrete saws, and similarly loud equipment is subject to the same hour restrictions. Construction projects requiring a city building permit must acknowledge the construction hour limitations as part of the permitting process. For major projects involving extended construction timelines, the city may impose additional conditions as part of the building permit to mitigate impacts on surrounding properties, such as requiring noise barriers or limiting the hours for the loudest activities.

Emergency repairs that address an immediate threat to life, safety, or property — such as a burst water main, gas leak, or structural failure — are exempt from the construction hour restrictions. Public infrastructure projects by the city or its contractors may also operate outside standard hours when authorized by the Public Works Director.
