San Francisco Construction Hours Rules (2026): What You Need to Know

Section 2908 of the SF Police Code regulates construction noise by establishing permitted hours and equipment standards. All construction activity that produces noise audible beyond the property line is restricted to the hours between 7 AM and 8 PM. Unlike many California cities that set separate weekend hours, San Francisco applies the same construction window seven days a week, including holidays. This uniform standard reflects the city's recognition that construction is a constant feature of its dense urban environment and that establishing separate weekend restrictions would be difficult to enforce given the volume of ongoing projects.

All powered construction equipment — including jackhammers, pile drivers, concrete saws, compressors, and heavy machinery — must be equipped with mufflers and intake silencers as recommended by the manufacturer. Equipment that has had its noise-reduction devices removed, disabled, or modified to increase noise output is in violation. The ordinance also addresses impact tools, requiring that they be operated with shrouds or shields where feasible to reduce noise transmission to neighboring properties.

Construction projects that require work outside the 7 AM to 8 PM window — such as concrete pours that must be continuous, utility work affecting traffic, or emergency repairs — may apply for an after-hours construction permit from the Department of Building Inspection. These permits specify conditions including noise mitigation measures, notification requirements for affected neighbors, and compliance monitoring.
