The towing or storage facility must report removal to the Department of Revenue within 72 hours and notify the registered owner and any lienholder by certified mail. After 30 days without claim, foreclosure of lien proceedings allow sale. Local governments may regulate towing fees but cannot bypass state notice requirements.
Failure to file the abandoned vehicle report or improper notice can void the towing lien and expose the towing company to civil damages and statutory penalties.
