Alaska Statute 28.11 sets statewide procedures for taking custody of, storing, notifying owners of, and disposing of abandoned vehicles. While municipalities handle local enforcement, the state defines what qualifies as abandoned and the auction and title-clearing process.
Under AS 28.11.020, a vehicle is abandoned if left unattended on public property over 48 hours or on private property without permission. AS 28.11.040 requires the agency or tow operator taking custody to notify the registered owner and lienholders by certified mail. After the statutory waiting period, unclaimed vehicles may be sold at public auction or, if appraised below $750, transferred without auction (AS 28.11.110). The Department of Administration handles title clearance for buyers. Owners remain liable for towing, storage, and disposal costs even after the vehicle is sold.
