The Illinois Vehicle Code establishes uniform procedures for declaring, towing, and disposing of abandoned vehicles on public and private property across all jurisdictions in the state.
Under 625 ILCS 5/4-201 through 5/4-214, a vehicle is presumed abandoned if left on a highway over seven days, on private property without consent over seven days, or in poor condition with no plates. Law enforcement must post notice, attempt owner identification through Secretary of State records, and provide statutory notice before sale. Towing and storage fees are recoverable. The state procedure governs even when local ordinances also address abandoned vehicles.
