Inyo County Code Title 10, Chapter 10.64 (Abandoned Vehicles) declares abandoned, wrecked, dismantled or inoperative vehicles on public or private property to be a public nuisance subject to abatement. The Director of Public Works administers the program under California Vehicle Code Section 22660.
Inyo County operates an abandoned-vehicle abatement program under Title 10, Chapter 10.64, adopted under the authority of California Vehicle Code Section 22660 to remove abandoned, wrecked, dismantled or inoperative vehicles and parts as public nuisances. The county finds that accumulation and storage of such vehicles on private or public property creates conditions that reduce property values, promote blight and deterioration, invite plundering, create fire hazards, constitute an attractive nuisance to minors, and create harborage for rodents and insects. The Director of Public Works administers and enforces the chapter; enforcement officers and their deputies may enter private or public property to examine a vehicle, obtain identifying information, and remove or cause the removal of a vehicle or parts declared to be a nuisance. The chapter is supplemental - it is not the exclusive regulation of abandoned vehicles and is in addition to other county and state codes. The Board of Supervisors fixes the administrative costs (excluding the actual cost of removal) to be assessed; if administrative and removal costs charged against a parcel owner are not paid within 30 days of the order (or final disposition of an appeal), they may be assessed against the parcel under California Government Code Section 25845 and transmitted to the tax collector. Vehicles abandoned on the public highway are also removable under the California Vehicle Code's 72-hour rule (CVC 22651(k)).
A vehicle declared a nuisance under Chapter 10.64 may be removed by or for the county. Unpaid administrative and removal costs become a lien/special assessment against the parcel under Government Code Section 25845, collected with property taxes.
