Idaho makes it illegal to abandon a vehicle, and defines an abandoned vehicle as one left on a highway or another's property without consent for 24 hours or longer. Kootenai County treats inoperable/junk vehicles stored outdoors as a nuisance under Title 8 code, and vehicles can be impounded.
Two layers apply. State law (Idaho Code 49-1801) prohibits abandoning a vehicle on any highway or on public or private property without the owner's consent, and Idaho Code 49-102 fixes the 24-hour threshold that defines an abandoned vehicle. Idaho Code 49-1806 lets a property owner (with posted notice, for unauthorized vehicles) or an authorized officer have such a vehicle removed and impounded. Locally, Kootenai County's Land Use Code outdoor-storage and nuisance provisions restrict keeping wrecked, dismantled or inoperable 'junk' vehicles in the open at a residence. Abandoned vehicles or trash within a road right-of-way are reported to the responsible highway district, not the planning office.
Abandoned/unauthorized vehicles may be removed or booted and impounded (Idaho Code 49-1806); junk-vehicle storage is a nuisance/zoning violation abated by Code Enforcement (208-446-1070).
