Spring Hill is a largely curb-light community: most residential streets have grass swales rather than vertical concrete curbs, so colored curb paint is uncommon outside commercial centers, government facilities, and a few signalized intersections. Hernando County, not residents, installs and maintains all official traffic markings on public rights-of-way. Florida Statute 316.1945 sets the no-parking distances that apply regardless of paint - including 15 feet from a fire hydrant and 20 feet from a crosswalk at an intersection.
Most Spring Hill residential streets follow the original Deltona Corporation master-plan design: a paved travel lane bordered by grass swales rather than continuous vertical concrete curbs, so colored curb paint is rare outside the commercial corridors along Mariner Boulevard, Spring Hill Drive, and U.S. 19. Where official markings do exist - red (no parking / fire lane), yellow (loading), blue (accessible), white (passenger loading) - they are installed and maintained by Hernando County Public Works under Chapter 20 (Motor Vehicles and Traffic) of the County Code, and residents and adjoining property owners may not paint, repaint, or alter a public curb or right-of-way marking without authorization from Hernando County. Unauthorized painting in the county right-of-way is treated as a right-of-way encroachment, and the county can require restoration at the owner's expense. Even where the curb is unmarked, Florida Statute 316.1945 (the operative state-level rule for Spring Hill streets) sets the baseline: no stopping, standing, or parking on a sidewalk, in front of a public or private driveway, within an intersection, within 15 feet of a fire hydrant, within 20 feet of a crosswalk at an intersection, within 30 feet of a flashing signal/stop sign/yield sign/traffic-control signal at the side of a roadway, within 20 feet of the driveway entrance to any fire station, or on a controlled-access highway. Accessible (blue) parking zones are governed by Florida Statute 316.1955 and Florida Building Code Chapter 11. To report a faded, damaged, or missing marking, or to request a new traffic marking on a county-maintained road, contact Hernando County Public Works (352-754-4060). To report a parking violation in a marked zone, contact the Hernando County Sheriff's Office (non-emergency 352-754-6830) for immediate safety issues, or Hernando County Code Compliance (352-754-4056, option 5) for ongoing concerns. State and federally maintained corridors (U.S. 19, U.S. 41, SR 50) are signed and marked by FDOT and enforced by FHP / HCSO.
Painting, repainting, or otherwise altering an official curb, swale, or right-of-way marking in Spring Hill without authorization from Hernando County is a right-of-way encroachment violation under Chapter 20 and the county may require restoration at the owner's expense. Parking within 15 feet of a fire hydrant, in a marked red zone or fire lane, in a yellow loading zone outside delivery activity, or in a blue accessible space without a valid disabled placard violates FS 316.1945, FS 316.1955, and Hernando County Code Chapter 20. Vehicles blocking hydrants or fire lanes are subject to immediate tow.
