Riverside does not require a permit for standard residential fences 6 feet or less in height. Fences taller than 6 feet, retaining walls over 4 feet, and any fence with structural or seismic concerns require a building permit from Building & Safety under RMC Title 16.
Under Riverside Municipal Code Title 16 and the California Building Code as locally adopted, standard residential fences up to 6 feet in height do not require a building permit. This includes wood, vinyl, chain-link, and wrought-iron fences on residential lots. However, the fence must still comply with zoning standards in Title 19 β front-yard height limits (3 ft solid / 4 ft open), vision-clearance triangles at corners and driveways, and setbacks from easements. Building permits are required for: fences exceeding 6 feet in height; masonry or block walls exceeding 4 feet measured from bottom of footing to top of wall (CBC 105.2); retaining walls over 4 feet; any fence supporting a surcharge (soil or structure load); and pool enclosures that serve as the required safety barrier. Permit applications include a site plan, elevation drawing, and for block walls, engineered details showing footing, rebar, and seismic compliance. Inspection occurs at footing/rebar stage and final. Shared fences are cost-allocated under California Civil Code 841.
