In unincorporated Spartanburg County, grass and weeds in excess of 18 inches violate the International Property Maintenance Code adopted by the county, enforced by county Environmental Enforcement. Owners get a 20-day notice to cut before a summons and fine. Cities set their own grass limits.
Spartanburg County adopted the International Property Maintenance Code, under which county Environmental Enforcement treats grass and weeds exceeding 18 inches as a violation on occupied and vacant unincorporated property. Enforcement is complaint-based through the Report a Property Maintenance Issue form; inspectors will work with owners making reasonable progress. The 18-inch standard and enforcement apply only in the unincorporated county. Residents of the City of Spartanburg and other municipalities should check their city code, which sets its own grass and weed height limits. Idaho-style statewide weed statutes do not apply here; the rule flows from the county's adopted property maintenance code.
After the 20-day violation notice expires, the owner or agent is issued a summons to appear in magistrate court and is fined (county Environmental Enforcement).
