Hennepin County cities including Minneapolis, Bloomington, Edina, Plymouth, and Minnetonka have adopted social-host ordinances making it a misdemeanor for an adult to host a gathering on property they control where anyone under 21 consumes alcohol, regardless of who supplied it. These rules supplement Minn. Stat. 340A.503 furnishing-to-minors penalties. Repeat or loud parties also trigger noise-ordinance citations and disorderly-house designations that can lead to administrative shutdown and rental-license action. Police may issue a single response fee to cover repeat dispatch costs.
Hosts face misdemeanor charges, fines from $300 to $1,000, and possible rental-license consequences for disorderly-house designations.
