Chapter 8.68 (Noise Control) supplies the noise hook: §8.68.020 makes any 'noise disturbance' unlawful, §8.68.030(9) makes sound equipment 'plainly audible at the real property boundary' a per se disturbance unless a sound equipment permit has been issued, and §8.68.040 (Excluded Sounds) does not exempt private parties. Operating a 'disorderly structure' under §8.08.020–.030 carries the same level of penalty. Noise charges under Chapter 8.68 are a municipal infraction or simple misdemeanor under §8.68.080.
