Connecticut General Statutes section 21a-422f, part of the Responsible and Equitable Regulation of Adult-Use Cannabis Act passed in 2021, prohibits smoking, vaping, or otherwise consuming cannabis in any public place including streets, sidewalks, parks, restaurants, and bars. Civil penalties run up to $100 per offense. Hartford retail dispensaries opened under state licensing in January 2023, and consumption must occur on private property where the owner permits it. Hartford Housing Authority and most rental properties prohibit smoking of any substance indoors. Operating a vehicle while impaired remains a serious criminal offense under CGS section 14-227a.
