Kentucky authorized syringe exchange programs in 2015 (KRS 218A.500) as a harm-reduction tool against HIV and Hepatitis C. Lexington-Fayette County Health Department launched its program shortly after, offering one-for-one needle exchange, sharps containers, naloxone, and referral to treatment. LFCHD also distributes free home sharps containers to diabetics and other lawful users. Used sharps must never go into household trash, recycling, or toilets. Authorized drop-off kiosks operate at LFCHD's Newtown Pike clinic and select fire stations. Improper disposal that creates a needle-stick hazard can be cited under LFUCG litter and public-nuisance provisions and creates civil liability for the discarder.
