Section 17-5-16 conditions the Rental Permit on a passing inspection. Housing Inspection Services inspects on a periodic rotation and on tenant complaint under section 17-5-22. Pre-1978 units must comply with federal lead-paint disclosure (42 U.S.C. 4852d). The City's older near-campus stock makes lead and egress items significant.
Refusing scheduled inspection, renting an uninspected or condemned unit, missing a Notice of Violation deadline, or re-renting a placarded unit violates Title 17 Chapter 5. Housing Inspection Services may deny, suspend, or revoke the Rental Permit.
