The Pittsburgh Code bars source-of-income discrimination in rental housing under the Human Relations chapter of Title 6. Landlords may not categorically refuse Housing Choice Voucher holders, deny applications because rent will be paid from disability or retirement benefits, or advertise no-voucher policies. Reasonable underwriting based on a tenant's portion of rent is still allowed, but blanket exclusions are not. The Pittsburgh Commission on Human Relations investigates complaints and can order damages, civil penalties, and corrective action against violators.
Refusing voucher holders, posting no-voucher advertisements, or applying minimum-income tests to the full contract rent rather than the tenant's share can prompt Commission on Human Relations findings and civil penalties.
