Residential solar PV systems in DeSoto County require a building permit for structural attachment and an electrical permit for the inverter, AC/DC disconnects, and service interconnection. The county and its four cities enforce the International Residential Code (IRC) and National Electrical Code (NEC) adopted by Mississippi. Fire-access setbacks per IRC Β§R324 typically require 3-foot pathways at the ridge and from roof edges on gable roofs. A licensed electrician must perform the electrical tie-in. Interconnection requires application to the serving utility: Entergy Mississippi serves Hernando and parts of unincorporated DeSoto; Northcentral Electric Power Association (a cooperative headquartered in Olive Branch) serves most of Southaven, Olive Branch, and Horn Lake. The Mississippi Public Service Commission's Net Metering Rule (Docket 2011-AD-2) allows systems up to 20 kW residential to be compensated at avoided cost plus a 2.5 cents/kWh Mississippi adder for the first 5 years, then avoided cost only. This is net billing, not traditional net metering. UL 1741-listed inverters and rapid-shutdown per NEC 690.12 are required.
