Honolulu County has no formal do-not-solicit registry. ROH Sec. 13-6.2 sets general peddling rules, while unwanted visits are handled under Hawaii trespass law (HRS 708-814) and personal no-soliciting signs.
Kailua residents cannot register for a county-maintained no-knock list because ROH does not provide one. ROH 13-6.2 does regulate peddler conduct, including manner and location of sales. Residents can post clear 'No Soliciting' signs at driveways and doors; once posted, a peddler who continues can be asked to leave and refusal may trigger HRS 708-814 criminal trespass liability. Some private communities in neighboring Kailua subdivisions adopt their own restrictions enforceable through HOA rules. Commercial peddlers must still carry a valid license per 13-6.1 and respect time-of-day and noise rules.
Trespass after notice is a petty misdemeanor. Repeat peddling violations under ROH 13-6 can result in license revocation and fines.
