Colorado Flavored Tobacco Local Authority

Although Colorado has not enacted a statewide ban on flavored tobacco or vapor products, the state preserved local authority to regulate flavored sales. Boulder, Aspen, Edgewater, Glenwood Springs, Carbondale, and other municipalities have adopted ordinances banning the sale of flavored tobacco and vape products, including menthol cigarettes. Voters in some jurisdictions approved bans by ballot measure. State law sets the licensing baseline, and local flavor bans operate alongside state retail and age restrictions. Retailers must comply with both layers.

Local ordinances commonly impose fines of $250 to $5,000 per violation and may suspend or revoke local tobacco retail licenses for repeat offenders.
