Connecticut Flood Management and NFIP Compliance Statewide

Under Conn. Gen. Stat. Sec. 25-68b through 25-68h, any state agency action and any municipality with FEMA-mapped Special Flood Hazard Areas must adopt and enforce flood damage prevention regulations. Local ordinances must meet minimum NFIP standards and Connecticut's stricter requirements, including freeboard above base flood elevation for new construction in many circumstances. DEEP administers state floodplain certifications and reviews encroachment lines under Sec. 25-4 along major rivers. Substantial improvement and substantial damage rules apply uniformly. Failure to enforce can lead to community NFIP suspension.

Building in regulated floodplains without permits or in violation of elevation standards can result in stop-work orders, civil penalties, denial of flood insurance, and required structure removal.
