Connecticut Solar Permitting and Statewide Approval Requirements

Solar PV installations require building and electrical permits under the Connecticut State Building Code (Sec. 29-252) and State Electrical Code adopting NEC Article 690. Public Act 17-218 directs PURA to support streamlined solar interconnection. Connecticut has begun adopting SolarAPP+ automated permitting at participating municipalities. While zoning and aesthetic regulation remains local, state law and Public Utilities Regulatory Authority (PURA) tariffs preempt municipal interference with grid interconnection and net metering. Inspectors must apply uniform code; they cannot impose ad-hoc requirements beyond NEC and IRC standards.

Unpermitted solar installations face stop-work orders, removal demands, and fines up to $250 per day under Sec. 29-261. Non-compliant systems may be denied utility interconnection.
