Hawaii State Construction Noise Permit Rules

Hawaii Administrative Rules Title 11 Chapter 46 (Community Noise Control), adopted under HRS Chapter 342F, sets statewide construction noise limits and prohibits construction noise that exceeds the maximum permissible sound levels for the surrounding zoning district. Construction activity outside daytime hours (typically 7:00 a.m. to 6:00 p.m. weekdays and 9:00 a.m. to 6:00 p.m. Saturdays) generally requires a noise permit from the Department of Health Indoor and Radiological Health Branch. Sundays and holidays are restricted. The state framework applies uniformly statewide, although counties may add stricter limits.

Violations of HRS 342F can result in administrative fines up to $10,000 per day per violation, mandatory cessation orders, and recovery of state enforcement costs through the Department of Health.
