Idaho Tiny Home Building Code Statewide Standard

Under Idaho Code 39-4116, the Idaho Building Code Board adopts the International Residential Code (IRC) including Appendix Q, defining a tiny home as a dwelling of 400 square feet or less excluding lofts. Idaho was the first state to adopt Appendix Q, establishing universal construction standards covering ceiling heights, loft access, egress windows, and emergency egress for tiny homes built on permanent foundations. Local jurisdictions may not adopt IRC sections or chapters that have not been approved by the state board, ensuring statewide consistency. Tiny homes on wheels are regulated separately as recreational vehicles or park model RVs through DOPL and federal HUD/ANSI standards.

Construction not meeting IRC Appendix Q standards may not receive a certificate of occupancy. Unpermitted tiny dwellings face stop-work orders and removal under code enforcement.
