Idaho Consumer Protection Act Door-to-Door Sales Rules

Idaho's Consumer Protection Act, particularly Idaho Code 48-603C, gives buyers a three-business-day right to cancel home solicitation sales of $25 or more. Sellers must furnish a written contract in the language of the negotiations and a Notice of Cancellation form, and orally inform the buyer of cancellation rights. The law applies to any in-person sale at a buyer's residence regardless of local permit status. Cities and counties retain authority to require solicitor permits, background checks, and identification badges under their police powers. Charitable, political, and religious solicitations are largely exempt from the sales-act provisions but remain subject to local permit ordinances within constitutional limits.

Violations are unfair trade practices under Idaho Code 48-603 with civil penalties up to $5,000 per violation and consumer restitution.
