Indiana Vape Retail Licensing and Sales Rules

IC 7.1-7-4 requires retailers selling e-liquid or vapor products to obtain an Electronic Cigarette Retailer Certificate from the Alcohol and Tobacco Commission. Retailers must verify age, refuse sales to anyone under 21, and follow labeling and packaging requirements under IC 7.1-7-5. Vending machines for tobacco and vapor products are restricted to adult-only premises. Indiana State Excise Police enforce compliance through inspections and undercover compliance checks. The state imposes a 15% wholesale tax on vapor products under IC 6-7-4.

Selling without a certificate or to underage buyers can result in fines, certificate suspension, or revocation; criminal misdemeanor penalties may apply for repeated violations.
