Maine state law: leaf blowers

Unlike California (AB 1346 gas-powered small off-road engine phase-out) and many East Coast cities, Maine has not enacted a statewide leaf-blower restriction in the Maine Revised Statutes. There is no statewide decibel cap on residential or commercial leaf blowers, no statewide ban on gas-powered models, and no statewide curfew. Two layered authorities apply: (1) 17-A MRS Section 501-A criminalizes 'loud and unreasonable noise' as Class E disorderly conduct - a leaf blower run before sunrise or persistently used as a noise nuisance can trigger the statute; and (2) under 30-A MRS Section 3001 home-rule authority, Maine municipalities may adopt their own leaf-blower ordinances (typical rules: weekday hours only, no Sunday morning operation, no blowers below a stated decibel rating). Portland operates seasonal leaf-blower limits in some districts; most Maine municipalities have no leaf-blower-specific rule.

Disorderly conduct under 17-A MRS Section 501-A is Class E: up to 6 months / $1,000 fine. Where a municipality has adopted a leaf-blower ordinance, civil fines typically $50-$300 per occurrence.
