Maine state law: outdoor music and events

Maine's primary statewide rule for outdoor music is the criminal disorderly-conduct statute, 17-A MRS Section 501-A(1)(A)(1), which makes it a Class E crime to, in a public place, intentionally or recklessly cause annoyance by 'making loud and unreasonable noise, including noise from a personal audio system or from operating a sound-reproducing system.' Separately, 22 MRS Section 1601 (Mass outdoor gatherings) requires a permit from the Maine DHHS Commissioner for any outdoor event of 2,000 or more persons lasting 12 hours or more - reviewed for sanitation, water, traffic, and emergency-response sufficiency (noise mitigation is addressed in conjunction with the host municipality). Special-event amplified-sound permits, outdoor concert decibel limits, parade and festival sound-permit thresholds, and curfews are set by individual city or town ordinance under 30-A MRS Section 3001. There is no Maine statewide outdoor-event decibel cap.

Class E disorderly conduct: up to 6 months / $1,000 fine. Mass-gathering permit violations under 22 MRS Section 1601 carry separate DHHS enforcement. Municipal special-event ordinance violations typically civil fines of $250-$2,500 plus permit revocation.
