Maine state law: STR parking delegated to municipalities under home rule

The Maine Revised Statutes set no statewide STR parking requirement. Parking standards for short-term rentals - number of off-street guest spaces per bedroom, prohibition on overnight street parking, RV/trailer-on-STR-site rules - are set entirely by municipal ordinance under 30-A MRS § 3001 home-rule authority. The recently enacted 30-A MRS § 4364 (Affordable-housing density bonus, LD 2003) caps municipal parking requirements at '2 off-street parking spaces for every 3 units' for qualifying affordable developments, but this cap does NOT apply to market-rate STRs or hotels. The companion 30-A MRS § 4364-A statewide ADU mandate limits new-ADU parking to one off-street space per ADU. Statewide street-parking rules under 29-A MRS § 2068 - no parking in front of driveways, within 10 feet of hydrants, on crosswalks, within 30 feet of stop signs - apply to all vehicles including STR guests. Most Maine coastal municipalities also enforce a winter parking ban from approximately November 1 through April 1 for plowing. Refer to the local STR ordinance for the operative guest-parking rule; Portland requires one off-street space per bedroom for non-owner-occupied STRs.
