Nebraska Statewide Swimming Pool Barrier Standards

Nebraska adopted the 2018 International Residential Code (Neb. Rev. Stat. 71-6403), whose swimming-pool provisions require residential pools deeper than 24 inches to be enclosed by a barrier at least 48 inches high with self-closing, self-latching gates; local building officials enforce this, and jurisdictions without adopted codes rely on the state minimum. Public swimming pools fall under the Swimming Pool Act, Neb. Rev. Stat. 71-4301 to 71-4307, and Title 178 NAC 2, which require complete enclosure by a barrier at least 6 feet high with openings blocking a 4-inch sphere. Title 178 does not cover pools at private residences. Municipalities may adopt stricter local standards.

Public pool noncompliance can result in operating permit suspension and civil penalties; residential code violations enforced by local building officials with stop-work orders.
