Nebraska Statewide Swimming Pool Barrier Standards

Nebraska adopted the International Residential Code (IRC) 2018, which under Appendix G requires private residential pools deeper than 24 inches to be enclosed by a barrier at least 48 inches high with self-closing, self-latching gates. Public swimming pools fall under Title 178 Nebraska Administrative Code, Chapter 2, requiring complete enclosure by an effective barrier not less than 6 feet high, with openings that prevent passage of a 4-inch sphere. Wading pools sharing enclosures with swimming pools require a 3-foot internal barrier. These rules are promulgated under Neb. Rev. Stat. § 71-6403 and § 81-15,268 and apply statewide regardless of municipal code adoption.

Public pool noncompliance can result in operating permit suspension and civil penalties; residential code violations enforced by local building officials with stop-work orders.
