New Hampshire Animal Cruelty and Hoarding Statute

RSA 644:8 makes it a misdemeanor to deprive an animal of necessary food, water, shelter, or veterinary care, or to keep animals in a cruel or unsanitary condition. While New Hampshire has not enacted a separate hoarding-specific statute, prosecutors apply RSA 644:8 to cases involving large numbers of neglected animals. Felony enhancement applies for purposeful cruelty or repeat offenses. Law enforcement and authorized humane officers may seize animals under RSA 644:8, III-a and require posting of security bonds for care costs. The statewide framework preempts inconsistent municipal definitions, though local animal control may enforce alongside state authorities.

First offense is a Class A misdemeanor with up to one year jail and $2,000 fine. Subsequent offenses or purposeful cruelty are Class B felonies under RSA 644:8.
