New Hampshire Preempts Local Dog Breed Restrictions

Under RSA 466:30-a, no city or town in New Hampshire may adopt or enforce any ordinance, regulation, or policy specific to a dog's breed. This statewide preemption protects pit bulls, Rottweilers, and other commonly targeted breeds from blanket municipal bans. Municipalities retain authority to regulate any dog deemed a menace, nuisance, or vicious based on individual conduct under RSA 466:31. State law focuses on owner responsibility and dog behavior rather than appearance.
