Oklahoma Commercial Drone Operations Governed by FAA and State

Commercial drone operators in Oklahoma must comply with FAA 14 CFR Part 107, including remote pilot certification, drone registration, daylight operation rules, and waiver requirements for night, BVLOS, or over-people flights. Oklahoma's preemption statute, 3 O.S. Section 322, prevents cities from imposing additional drone-specific licensing, operational permits, or flight restrictions on commercial operators. State law also restricts surveillance drone use over private property under 3 O.S. Section 322.1, requiring property owner consent for sustained surveillance. Critical infrastructure overflight prohibitions in 21 O.S. Section 1792 apply equally to commercial pilots, with limited exceptions for utility inspection.
