Oregon Statewide Permitting for Solar Photovoltaic Systems

ORS 455.020 mandates a uniform building code, and the Building Codes Division has adopted a Simplified Solar Permitting process for residential photovoltaic installations meeting prescriptive criteria such as roof-mounted systems under 25 kW. Electrical permits are required under the Oregon Electrical Specialty Code regardless of system size. Local building departments must process applications under state-issued solar permit checklists and cannot impose substantively different structural requirements. Inspections verify rapid shutdown, grounding, and structural attachment. ORS 469.030 also recognizes solar access through the Oregon Department of Energy. Cities may charge plan review fees but cannot prohibit code-compliant installations.

Unpermitted electrical work is a serious safety hazard subject to stop-work orders and penalties up to $5,000 per violation under ORS 455.895. Insurance claims and net-metering interconnection may be denied.
