Oregon Statewide Building Permits Required for Pools

ORS 455.020 establishes a single statewide building code administered by the Building Codes Division. Residential pools require structural permits when excavation, decking, or fixed plumbing is involved, and electrical permits for pumps, lights, and bonding under the Oregon Electrical Specialty Code. Public pools additionally require Oregon Health Authority approval under OAR 333-060. Local building departments issue permits but must apply the state code uniformly per ORS 455.040. Inspections cover suction entrapment compliance with the federal Virginia Graeme Baker Act, electrical bonding, and barrier installation before final occupancy.

Building without required permits triggers stop-work orders, double permit fees, and civil penalties up to $5,000 per violation under ORS 455.895. Unpermitted work may also block home sales.
