Rhode Island Pool Barrier Rules Under State Building Code

The Rhode Island State Building Code Standards Committee adopts and enforces RISBC-14, which incorporates the 2015 International Swimming Pool and Spa Code (ISPSC) with Rhode Island amendments. The code requires barriers at least 48 inches high around residential pools, self-closing and self-latching gates, restricted gaps and openings, and entrapment-prevention requirements for suction outlets. Local building officials enforce these statewide standards through permitting and inspection. Municipalities may not weaken the barrier requirements, although they may impose stricter zoning-based fence rules. Public pools must additionally comply with chapters of RISBC-1 governing assembly use and special construction.

Building officials may issue stop-work orders, deny certificates of occupancy, and require corrective construction. Failure to provide compliant barriers may also expose owners to civil liability for child drowning incidents.
