South Dakota state law: fence materials and barbed-wire rules

The South Dakota Codified Laws contain no general residential fence-material restriction. Municipal zoning under SDCL Chapter 11-4 and county zoning under SDCL Chapter 11-2 are the operative authorities. SDCL Chapter 40-28 (Partition Fences) describes the lawful agricultural fence using barbed wire on substantial posts — reflecting South Dakota's livestock-state, fence-out (open-range) tradition — but this statute applies only to boundary fences between agricultural landowners and does not preempt city ordinances banning barbed wire, razor wire, or electric fences inside residential zones. Typical local restrictions include: no barbed wire or razor wire in residential zones, no electric fences inside city limits, height-tier limits on solid versus open fencing, and decorative-fence standards in front yards. Home-rule cities (Sioux Falls Title 153, Rapid City Title 17) impose detailed material rules under SDCL 6-12 charter authority.

Material violations are enforced by municipal zoning citation under local code. Penalties typically require removal of noncompliant fencing after written notice. There is no state-level penalty.
