South Dakota state law: home business customer traffic

South Dakota state law contains no statewide rule capping daily customer visits, deliveries, or client appointments at a home-based business. Customer-traffic regulation is delegated to local governments under SDCL Chapter 11-4 (Municipal Zoning), SDCL Chapter 11-2 (County Zoning), and SDCL Chapter 6-12 (Home Rule). SDCL 9-29-1 grants the general police-power hook for statutory cities. The state's general nuisance framework under SDCL 21-10-1 ('A nuisance consists in unlawfully doing an act, or omitting to perform a duty, which act or omission... annoys, injures, or endangers the comfort, repose, health, or safety of others; ... or in any way renders other persons insecure in life, or in the use of property') provides a civil hook against home-business operations that generate excessive traffic, parking spillover, or other neighborhood impacts. Typical home-occupation customer-traffic conditions adopted by South Dakota municipalities: no retail sales on premises; limited client visits by appointment only; on-street parking impact may not exceed the level of a typical residence; no signage drawing walk-in customers; deliveries by passenger vehicle or light truck only, not by semi-tractor or commercial straight truck. Customer-traffic violations are enforced under the local zoning code as a home-occupation permit violation, typically through cease-and-desist order, citation, and fine. Persistent traffic and parking impacts may also be pursued as a private nuisance action under SDCL Chapter 21-10 by affected neighbors.
