State-level sign law focuses on outdoor advertising along highways: SDCL Chapter 31-29 (Outdoor Advertising on Interstate and Primary Highways) implements the federal Highway Beautification Act and regulates billboards within 660 feet of interstate and primary highway rights-of-way, administered by the South Dakota Department of Transportation. SDCL Chapter 31-29 does NOT regulate on-premises signs at private residences. Typical home-occupation sign conditions adopted by South Dakota municipalities: one non-illuminated wall sign no larger than 2 square feet identifying the business, attached flush to the dwelling or front door, no flashing, no off-premise advertising, no portable signs. First-Amendment protections require sign ordinances to be content-neutral (Reed v.
