Utah Hot Tub and Spa Code Requirements Statewide

Under Utah Code 15A-3-202, residential hot tubs and spas are governed by the ISPSC. A spa or hot tub equipped with a safety cover meeting ASTM F1346 may be exempted from full barrier requirements. Electrical bonding and GFCI protection per the National Electrical Code are mandatory. Public spas (apartments, hotels, gyms) fall under Utah Admin Code R392-302 with sanitation, temperature, and timer-shutoff requirements. Local governments may not waive minimum state safety provisions.

Failure to install a code-compliant safety cover or barrier may result in permit denial. Public spa operators face inspection failures and closure for violations.
