Utah Electronic Cigarette and Vape Retail Licensing

Utah law requires retailers selling electronic cigarettes, e-liquids, and other nicotine products to obtain state licensure and comply with age verification, signage, and packaging requirements. Specialty tobacco retailers face proximity restrictions from schools, churches, and parks. Sales to anyone under 21 are prohibited under Utah Code 76-10-104. The Department of Health and Human Services and local health departments enforce vape product standards including nicotine content limits and prohibited flavoring. Online and remote sales must verify purchaser age and shipping addresses must comply with state law.

Selling vape products without a license, to underage purchasers, or violating product standards can result in fines, license suspension, and criminal misdemeanor charges.
