Municipalities cannot regulate farms in ways that conflict with RAP, though they retain authority over non-farm backyard chicken keeping. Farms with annual gross sales exceeding minimum thresholds qualify for full state protection. Backyard hobbyists keeping a few hens typically fall under municipal jurisdiction unless meeting farm definitions.

Nuisance lawsuits against compliant farms generally fail. RAP violations enforced by Agency through corrective orders, civil penalties up to $10,000 per violation.
