Vermont Concealed Carry Constitutional Permitless Rules

Vermont has historically allowed concealed carry without any permit, license, or registration requirement, a tradition often called Vermont Carry. Title 13 V.S.A. 4003 prohibits carrying a dangerous or deadly weapon with intent to harm but does not require a permit for lawful concealed carry. Federal prohibitions still apply, including school zones under 18 U.S.C. 922(q) and federal buildings. Persons prohibited from possessing firearms under state or federal law cannot lawfully carry. Vermont does not issue concealed carry permits, but residents may obtain non-resident permits from other states for reciprocity.

Carrying with intent to injure another person carries criminal penalties including imprisonment up to two years and fines.
