Under 27A V.S.A. § 3-102, the association may adopt and amend bylaws and rules, regulate "the use, maintenance, repair, replacement, and modification of common elements," and the executive board may decide whether to pursue enforcement (§ 3-102(g)). Rule-making is governed by 27A V.S.A. § 3-120, which limits rules affecting residential units to three purposes: implementing a declaration provision, regulating conduct that violates the declaration or harms other units or common elements, or restricting leasing to meet lender requirements — and "all rules must be reasonable." Before a rule takes effect, the board must give notice of the proposed text and a date for action after owner comment. Declaration restrictions run through these powers and the § 3-116 lien.

No fixed statutory penalty for covenant violations. The association may enforce the declaration, bylaws, and rules under 27A V.S.A. § 3-102 and § 3-120, impose reasonable fines after a hearing, and attach unpaid charges to the § 3-116 lien.
