Vermont Fair and Impartial Policing Policy (20 V.S.A. sec. 2366)

20 V.S.A. section 2366 requires all state, county, and municipal law enforcement agencies to adopt the Criminal Justice Council's model fair and impartial policing policy and to train on it annually. Agencies may not adopt a policy allowing greater involvement with federal immigration authorities than the model policy permits, and the model policy restricts questioning about immigration status and honoring civil detainers. The statute preserves compliance with 8 U.S.C. sections 1373 and 1644. Agencies must also collect standardized roadside-stop data. The detailed detainer and warrant limits come from the model policy rather than the statute itself.

Agencies must adopt and follow the Criminal Justice Council model policy under 20 V.S.A. section 2366; a policy allowing greater immigration involvement than the model policy is void, and noncompliance is addressed through the Council.
